The Government of Tristan da Cunha is seeking a Procurement and Bio-Security Officer, to be based in Cape Town, South Africa.

The role has two main functions for the island of Tristan da Cunha and as a remote location we must ensure that wherever possible we procure products and services that are environmentally friendly. This will include sourcing biodegradable packaging and new construction materials, and that we do not compromise our conservation and bio-security.

The Candidate

We are looking for an astute officer to oversee our off-shore purchasing activities and ensure that purchased items are both cost-efficient and of high quality.

The officer's responsibilities include but not limited to: maintaining positive supplier relations, evaluating supply options, approving purchases, maintain accurate records and ensuring that goods delivered to the docks are in excellent merchandisable condition.

To be successful as a procurement/bio-security officer you should have an analytical mind and be able to keep up with environmental, product and service trends.

Ultimately, a top procurement bio-security officer should be able to negotiate well and ensure that all purchases comply with company standards.

Procurement Officer Responsibilities:

  • Overseeing and supervising all purchases made by government departments.
  • Preparing forward plans for the purchase of equipment, services, and supplies.
  • Following and enforcing the TdC Government's procurement policies and procedures.
  • Reviewing, comparing, analysing, approving products and services to be purchased.
  • Managing inventories and maintaining accurate purchase and pricing records.
  • Maintaining and updating supplier information such as delivery times, product ranges, and quality especially on perishable goods etc.
  • Maintaining good supplier relations and negotiating contracts, and where necessary through our MoU's arrange for poor quality goods to be retuned for credit.
  • Managing procurement risk associated with all products procured
  • Researching and evaluating prospective suppliers.
  • Procuring quality products as per TdC Government specifications
  • Procuring consumable goods with a long shelf life
  • Preparing budgets, cost analyses, and reports.

Main duties/tasks for Cape Town Bios person include:

  • Perform biosecurity checks in accordance with the TDC biosecurity manual and TDC regulations on all transits to the TDC group by Ovenstone operated vessels.
  • Carry out biosecurity checks in accordance with the TDC biosecurity manual and TDC regulations on all transits to the TDC group by DEFFA/AMSOL operated vessels.
  • Execute biosecurity inspections in accordance with TDC regulations/protocols at source of suppliers and warehousing agents.
  • Carry out quality control checks on all produce (especially perishables) whilst warehoused prior to loading to ensure quality, freshness and shelf life as well as biosecurity incursion risk.
  • Build good working relationships with all key stakeholders in Cape Town including vessel operators, suppliers, warehousing and agents etc.
  • Ensure good records are kept of all inspections and reporting is done in an agreed timeframe to TDC Gov , preferably before the ship is due to arrive in TDC.
  • Ensure all legal and required paperwork is collated for each voyage such as sanitisation certificates, treatment certificates etc and copies sent to TDC Biosecurity Officer
  • The Officer has the authority to refuse goods that are either not up to the quality standards or may incur a biosecurity risk.

Other duties

  • From time to time collect staff from airport to hotel and then to ship, and vice versa..
  • Act as part of the management team at Tristan House, and cover managers time off and leave periods.

Officer Requirements:

Minimum Qualifications and Experience:

  • Matric.
  • Procurement/ Logistics/Bio-Security or Related tertiary qualification.
  • CIPS qualification is an added advantage
  • Five (5) years' experience in procurement / administrative role.
  • Proficient in the use of the Microsoft Office Suite
  • Relevant experience advantageous.

Salary

R3,500.00 to R3,700.00 per day to be negotiable, subject to qualifications and experience.
